SECI 700 MW ISTS-Connected Solar Tender for C&I Consumers

SECI has invited bids for a 700 MW interstate transmission system (ISTS)-connected solar tender aimed at India’s commercial and industrial power consumers, including those operating in SEZs and EOUs. This structure lets developers supply large factories, IT parks, and export-oriented manufacturing units directly, bypassing some constraints of local DISCOM supply.
Key financial terms:
RfS document fee: ₹50,000 + GST. Bid processing fee: ₹20 lakh + GST per response. Earnest Money Deposit: ₹8 lakh per MW. Performance Bank Guarantee (post-award): ₹20 lakh per MW. Micro and Small Enterprises are exempted from document fees, processing fees, and EMD requirements.
Project terms: 25-year Power Purchase Agreements, with Scheduled Commencement of Supply 24 months from the PPA effective date, and financial closure required 6 months before supply start.
